So long as either the City of Raleigh or Wake County
shall
operate a twenty-four-hour a day emergency homeless shelter, it
shall
be unlawful to camp or stay overnight in or on any
City
park, greenway,
street
, or any other
City property
without first receiving a permit from the Director of Parks, Recreation and Greenways.
Camping
shall
include, but not be limited to, the erection or use of tents, shelters, huts and bedding,
or the storage of personal belongings, or the building of fires for heating or cooking.
No
person shall
camp, sleep, or rest in a prone position at Nash Square, Moore Square, the Transit
Transfer Center, the Fayetteville Street Mall or the Upchurch Municipal Building Complex
at any time of the day or night except by permit as a part of an approved the Parks,
Recreation and Greenway Department program.
